Background of the Study

Communities affected by insurgency face a myriad of challenges, including displacement, destruction of infrastructure, loss of livelihoods, and psychological trauma. In Maiduguri Local Government Area, Borno State, which has experienced years of insurgent activities, rebuilding efforts require holistic approaches that address both physical reconstruction and social cohesion. Development communication plays a vital role in these efforts by fostering dialogue, promoting community participation, and disseminating information to build trust and resilience (Mustapha & Abubakar, 2023). Through participatory methods such as town hall meetings, community radio, and storytelling, communication bridges gaps between affected communities and development agencies, enabling inclusive and sustainable rebuilding processes.

1.2 Statement of the Problem

Despite ongoing rebuilding efforts in Maiduguri LGA, many challenges persist, including limited community engagement, mistrust between stakeholders, and inadequate access to information on available resources. These gaps hinder the efficiency and sustainability of reconstruction programs (Ali & Hassan, 2024). While development communication has been recognized as a key strategy in post-conflict recovery, its potential remains underutilized. This study investigates how development communication can enhance community rebuilding efforts, addressing the challenges and leveraging communication for sustainable recovery in Maiduguri LGA.

1.3 Objectives of the Study

  1. To examine the role of development communication in rebuilding communities affected by insurgency in Maiduguri LGA.

  2. To identify the challenges in using communication for post-insurgency recovery efforts.

  3. To assess the impact of participatory communication on fostering social cohesion and resilience in affected communities.

1.4 Research Questions

  1. What is the role of development communication in rebuilding insurgency-affected communities in Maiduguri LGA?

  2. What challenges affect the use of communication in post-insurgency recovery efforts?

  3. How does participatory communication influence social cohesion and resilience in affected communities?

1.5 Research Hypotheses

  1. Development communication significantly contributes to rebuilding communities affected by insurgency.

  2. Challenges such as limited access to communication tools hinder the effectiveness of recovery efforts.

  3. Participatory communication positively influences social cohesion and community resilience.

1.6 Significance of the Study

This study underscores the importance of development communication in post-insurgency recovery, providing insights into strategies for engaging affected communities and promoting sustainable rebuilding. The findings are beneficial to policymakers, development agencies, and humanitarian organizations, offering practical recommendations for enhancing community participation and addressing challenges in recovery efforts.

1.7 Scope and Limitations of the Study

The study is limited to Maiduguri Local Government Area, Borno State, focusing on the role of development communication in rebuilding communities affected by insurgency.

1.8 Operational Definition of Terms

  1. Development Communication: The use of communication strategies to facilitate post-insurgency recovery and rebuilding efforts.

  2. Rebuilding: The process of restoring infrastructure, social systems, and livelihoods in communities affected by insurgency.

  3. Maiduguri Local Government Area: A region in Borno State that has been significantly affected by insurgent activities.
